The system of trade (GATS), allows foreign companies to compete on contracts for supplying services to other GATS member countries and if they are successful, to send their workers to carry out those services in the GATS member country where they have been awarded a contract.

Ukraine and the Russian Federation have applied for membership of GATS, whose membership is administered by the World Trade Organisation WTO, and their applications are still under consultation.
